The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

Project Background :

The project ‘Mozambique Northern Crisis Recovery Project is based in and around the City of Pemba in Cabo Delgado Province supporting the resettlement of IDPs from temporary settlement sites to 20 relocation sites. The project will support both IDPs and Host communities. The project comprises of 4 main components :

Component 1 : psychosocial social support and community peace building; and enhancing

State-society trust and confidence.

Component 2 : provision of agriculture and fisheries inputs, cash for work programs for youth and women and the provision of kits for micro and small business development; and training on entrepreneurship and business management.

Component 3 : the restoration of basic services, small works for agriculture production, education and health infrastructure and the construction or rehabilitation of school and health infrastructure and community services and amenities in temporary and relocation sites and host communities.

Component 4 : strengthening of technical capacity of government authorities and local governments for conflict management. This component will also support project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation.

The project is implemented in collaboration with government authorities and will be guided by the various programme guidelines provided by the World bank- as the funding source.

The project team is expected to contain management staff, Safeguards and Monitoring and Evaluation staff and infrastructure staff and will require significant stakeholder and partner coordination and management.

Under the direct supervision of the HR Specialist, the Human Resources Officer delivers high-quality and consistent delivery of effective HR services (recruitment, contract and performance management of talent) to the client office, ensuring full compliance with UN rules and regulations, UNOPS policies and procedures and internal Standard Operating Procedures (SOPs) in HR management. Under the guidance, the HR Officer provides solutions to a wide spectrum of complex HR issues in a collaborative, client-oriented manner.

Monitoring and Evaluation

Lead the development and delivery of a functioning monitoring, evaluation and reporting system, which will be coherent with project documents - Project Appraisal Document, Project Operations Manual, UNOPS Project Proposal and the Project M&E Implementation Plan),

Generate reliable and verified data that allows for project analysis and ensures that all IPs submit timely, regular and structured monitoring reports.

Develop and roll out a M&E Implementation Plan for the project in close consultation with the IP, and in accordance with UNOPS guidelines;

Formulate an operational results framework (ORF) in consultation with relevant stakeholders;

Prepare the monitoring protocol with all IPs and oversee implementation of the protocol.

Direct data monitoring and verification, as well as programmatic spot checks, to assure internal consistency and validity of project activity monitoring data reported by all IPs. Through periodic data verification and spot check visits to sites.

Assist in the design of the project MIS, and operationalize the MIS among IPs.

Maintain the M&E MIS review incoming data (for quality and programmatic compliance); ensure the quality of the database and that the M&E data is readily available.

Review and verify M&E findings and follow-up on implementation of the recommendations.

Conduct capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting as required for IPs and ADIN..

Provide oversight and support on M&E and performance issues to IPs collaborating with UNOPS;

Undertake site visits for Monitoring and Evaluation in accordance with the M&E plan;

Advise grant selection committee and act as subject matter specialist on grant review processes

Any other tasks assigned by the Project Manager to support the overall Management, Supervision, Monitoring and Evaluation of the implementation of the grants.

Reporting :

Implementing the reporting cycle and reporting requirements with each IP in line with the overall project agreement reporting schedule;

Develop standard monitoring, evaluation and reporting formats for NCRP based on the results framework and reporting requirements;

Prepare the quarterly and annual progress reports of the NCRP

Support the Mid Term Review, End Project Reviews and Annual Reviews and related reporting requirements; and

Together with the MIS specialist lead the development of a comprehensive MIS dashboard(s) that will incorporate all the reporting requirements of implementing partners.

Knowledge Management :

Establish the M&E Working Group (including all IPs), convene and chair regular meetings (minimum of once a month) and facilitate learning.

Provide technical guidance for the implementation of the M&E plan, through training and other on-site support;

Develop process for knowledge management within the programme including recording of lessons learnt and best practices;

Establish mechanisms to use KEMC knowledge and experience, including feeding into : a) KEMC own programming; b) programming by other donors in the sector, and c) policy dialogue with government

Build capacities of implementing partners in M&E through workshops based as needed.

Personnel Management :

Lead and motivate the M&E Team to deliver against the M&E Plan

Ensure that behavioral expectations of team members are established

Ensure that performance reviews are conducted in a timely manner

A Master's degree in Qualitative Research, Monitoring and Evaluation, Business a...

A Master's degree in Qualitative Research, Monitoring and Evaluation, Business administration, Public administration, Public health, International relations, Participatory Development, Social Sciences or related field; preferably with an international organization or the public sector;

A Bachelor's Degree with additional two (2) years of relevant experience may be accepted in lieu of the advanced university degree;

Minimum of Five (5) years’ of relevant experience in design, development and / or implementation of monitoring and evaluation systems in humanitarian programme is required;

Experience in management / oversight / support of various implementing partners in donor funded programmes is required;

Experience in providing Monitoring and evaluation of multi partner programmes is required;

Experience in post-disaster and reconstruction experience required

Strong communication and interpersonal skills is required;

Experience working with national governments, Capacity Building, Knowledge Management and experience with major donors / Multilateral Development Banks (MDBs) is an added advantage;

Experience in disaster risk management and evidence based data and information is an added advantage;

Prior experience in the UN system is an added advantage;
