JOB SUMMARY

Within the current country portfolio of projects, the MERL Advisor focuses on the development of robust impact, research, and learning, with an emphasis on safe surgery in family planning and obstetrics, in support of EngenderHealth’s mission, goals, and objectives. This position will be primarily focused (80%) on overseeing the monitoring, evaluation, and learning (MEL) strategy for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project. This position will work with Team Leaders and Field Managers to ensure that high-quality M&E practices are included in project-based activities and work plans, that reporting conforms to EngenderHealth and donor standards and protocols, and that evidence, lessons learned and best practices are appropriately captured, documented, and disseminated. They will work with MOMENTUM Safe Surgery in Family Planning and Obstetrics partner organizations to facilitate reporting, research protocol development and approvals as needed, and production of briefs, presentations, and other knowledge products capturing program activity. They will also work closely with the EngenderHealth relevant HQ teams to support EngenderHealth’s development of project proposals (up to 20%). The position will be based in EngenderHealth’s Mozambique Country Office in Maputo.

ESSENTIAL FUNCTIONS

  • Supporting implementation of the Performance Monitoring Plan (PMP) for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project, including data collection, narrative, and data reporting to EngenderHealth and to USAID, and generation of routine reports ad other documentation as required.
  • Contribute to the development and maintenance of online monitoring systems in collaboration with the program teams and with external software development firms / consultant.
  • Oversee routine M&E activity for MSSFPO Mozambique including data collection, quality assurance, and entry of monthly / quarterly / annual reporting on project indicators into a project DHIS2 platform, the EngenderHealth organizational database, and the USAID Mozambique DIS platform, as well as qualitative documentation and reporting on project activities.
  • Review and provide input to ensure timely preparation and submission of quarterly reporting to the USAID / Mozambique mission.
  • Collaborate with MSSFPO Mozambique and global teams on the development of annual work plans, ensuring project data contributes to benchmark development and M&E activities are included and budgeted for within the project.
  • Facilitate regular (monthly) analysis and presentation of project data for decision-making, within the MSSFPO Mozambique team and among in-country partners.
  • In collaboration with the MSSFPO Mozambique and global teams and the EH communications, develop or oversee the production of knowledge products documenting MSSFPO Mozambique activities, achievements, and lessons learned including technical briefs, presentations, success stories, and journal articles.
  • Work with the Mozambique country team and EH / HQ staff to provide support for EngenderHealth business development proposals for Mozambique.
  • Any other project-related work assigned by the supervisor.

EDUCATION, EXPERIENCE & CERTIFICATIONS

  • Master’s or equivalent in public health, demography, social science or related field
  • 5 years of relevant experience in applying ME&R to international reproductive health projects, with a minimum of 3 years experience in a supervisory / management capacity.
  • Experience working on USAID-funded, large-scale reproductive health programs, including knowledge of donor reporting requirements on family planning / reproductive health interventions is highly preferred.
  • Familiarity with Mozambique Ministry of Health structures and programs.
  • A successful track record in supporting proposal development.
  • Willingness to travel to field offices
  • Ability to deliver training and development programs when requested
  • Proven experience and ability to effectively manage a varied workload, working tight deadlines and schedules
  • Delivering results through effective planning and organizing of work demonstrated by the ability to prioritize time and workload even when under pressure.
  • PREFERRED KNOWLEDGE, SKILLS AND ABILITIES

  • Excellent written and verbal communication skills in English and Portuguese
  • Computer proficiency with a high level of familiarity with database management programme and commonly used packages like MS Word, Excel, PowerPoint, etc.
  • Good organizational skills with the ability to plan and execute a number of overlapping activities.
  • Experience developing and implementing M&E plans for donors
  • Demonstrated experience in designing and conducting qualitative and quantitative studies grounded in service delivery programs
  • Experience in strategic planning
  • Experience with DHIS2 data entry and dashboards
  • Experience with designing and overseeing DQA processes
  • Experience with data visualization and facilitating data presentation for different audiences
  • Experience with documentation and production of knowledge products for both qualitative and quantitative M&E activity
